The recommended stock speed is 3.5, and turbo boost should be enabled at 4.0. It looks like either your motherboard isn't suitable for overclocking (if it really has an 8320) or you don't have one.

It doesn't add value, turbo operates at 4GHz. If you can't surpass that limit, abandon the overclocking attempt and allow turbo to handle things on its own.

Sorry about that, I wrote this quickly because I was getting complaints for staying up late before a test. Not throttling, didn’t notice any throttling. To give you some insight, the stock settings were at only 3 Ghz, so I increased it to 3.7.
Overclocked to 4ghz this morning at 1.325v, played CSGO and had a bit of fun; temperatures reached around 63/64°C. No issues seen so far, and I’ll do more testing after school.
