I turned off fTPM in the BIOS and it works much smoother now. Average FPS is higher too, especially on W3 and C2077.

Initially 7800X3D doesn't perform well at low percentages or 0.1%, but 9800x3D improved it. Second, you must turn off MSI AB and HwInfo monitoring for GPU power when using a Nvidia GPU to fix FPS drops.
