I usually rely on my wife's nail polish remover, so if you're a wife, girlfriend, sister, or female, you might ask them. Just remember, avoid alcohol since they could have added sugar or other substances that might make it sticky—it needs to be very pure.

They likely meant using paper towels. Applying alcohol, even at 70%, shouldn't remain; it wouldn't be sufficient to noticeably change the result. Just ensure a complete clean.

It's unlikely to make a big difference if you repeat it often enough. However, a few extra layers or swapping pastes might not be effective. The leftover material probably won't interact differently with other thermal pastes or pads you use.
