i7 6700k Overclock 4.6 ghz
h100i v2
gtx 1070 gigabyte g1

The CX is significantly worse than the RMx, making it obvious if they share similar pricing. The 650W provides ample power for your system.

Absolutely, the RM650x is definitely the best choice. The CX series power supplies are of poor quality.
