I don't have any tearing with the vsync off or on (no lag at all) And for the FPS part, i find that R6S is better with vsync on, its by far smoother. I find this game a lot cooler when being smooth (personal opinion)
Also try boosting your monitor's speed too—I've increased mine from 1080p at 60Hz to 75Hz using the NVIDIA control panel.
Adjusting Vsync can cause stutter because the frame rate changes unpredictably. For the most consistent experience, I recommend keeping Vsync enabled. If your monitor supports 75Hz and your GPU can handle it, running at that frame rate will look great.
