Primary timings are not very important if secondaries are tuned properly which they should be to some extent with AMD EXPO so no... there is little reason to go from CL36 to 30 at the same speed.
It's a minor issue for standard CPUs, yet it doesn't affect X3D AMD processors. These components aren't too concerned with the CL. It's unclear what your setup is.
Currently you have 64 GB, but using CL 34 you discovered a set with 32 GB, while CL 30 was available.
