I'm experiencing issues with my B550F R5 3600. It runs at low speeds between 60-65°C, and only HWINFO is accessible. The cooling system seems to be functioning at maximum capacity. I've tried reseating the cooler and reapplying thermal paste multiple times, but it's still not cooling properly. I'm using an Arctic MX4 cooler and have used the stock cooler before without any noticeable difference. My previous systems, like the Hyper 212 EVO and the stock cooler, performed better in temperature stability. After installing the new cooler, temperatures spiked to 50-60°C within minutes, except for HWINFO. I'm unsure if the CPU is faulty or if the cooler needs adjustment. Any advice would be greatly appreciated.
After ten minutes the system became very hot, so it depended on the radiator to cool it down. This performance is below what most premium air coolers can achieve. In this situation, the original cooler should be enough. A 120.2 (240mm) rad would have been a better choice, but I think any decent air cooler will work just fine without the risk of failure that AIO units have.
The Wraith Prism is a stylish and highly efficient cooler. It fits easily onto the board without any issues. You might need to add a backplate and plastic stands for the heat sink clip, but that's just part of the process. Your second point is that your small radiator isn't as effective at releasing heat compared to a larger air cooler. For better temperature control, a bigger radiator would be more suitable.
Checked some benchmarks for 240vs120, the average difference is around 8 degrees, with a bit of variation. This is noticeable but not extreme. My brother has almost the same specs—same CPU, GPU, and case—but his CPU runs at 37 under light load.
Really, I don't understand why people do this, particularly when it's not about overclocking... it doesn't seem very straightforward, and in most situations I've noticed it's not very effective either... it's just for appearance or something? (That's creepy) Like seriously, why? Who would suggest water coolers anyway? (unless you're a serious overclocker... ) Well, no harm in appreciating how my PC looks and I favor efficient cooling over flashy designs... My CPU is idle (the PC has been running for several hours, stock AMD cooler).

I’d prefer higher temperatures, though I mentioned my brother has the same setup and gets only half the temps. While he’s idle and playing Minecraft, which uses more CPU, I’m at a game that’s more GPU-intensive.
I'm inviting you to experience the 21st century with a print screen key. Joke aside, OP, are you absolutely sure your pump is running at maximum speed? I've noticed the same issue with my 120mm AIO—when I let the motherboard adjust the pump speed, it quickly returns to just a few degrees above room temperature as expected.
Confirm if the task manager shows no activity preventing idle state. Check if Windows power settings have 0% processor usage. Determine the clock speeds when cores are not running.
The lowest processor state is configured at 1%, though previously it had no impact. In Ryzen Master, idle clock speed ranges from 1 to 2 GHz.
