This initiative comes before Epyc. It's likely Linus and the team chose the most costly option, which would be Intel.

You might achieve sufficient cooling by assigning each CPU its own dedicated heat spreader. It could also fit comfortably inside a W200 Thermaltake case, similar to his Caselabs design.

previously, the only Epyc builds I noticed resembled a massive dual CPU setup packed with around 1 terabyte of RAM and plenty of storage. it appeared as a large enclosure filled with numerous cables and fans, resembling the sound of a leaf blower.
