It might slow things down, but not necessarily a massive bottleneck. The i5 4460 is decent, and the GTX 1070 handles graphics well, so they should work together without a huge hit.

In more demanding titles, performance might drop slightly. It could also cause minor slowdowns at higher frame rates. I’m sure my 4690k at 4.5ghz struggles with the 1070 in Watch Dogs 2.

For ultra performance and 60 fps at higher resolutions, it works well. Aiming for 1080p at 144hz can be limited by the 4460 in certain titles such as CS:GO and Overwatch. Pairing it with the GTX 1070 isn’t a bad choice, but it might not suit everyone’s requirements. Based on my setup, I use a 3570k with a GTX 1080 and am very satisfied, though some in the community might push back.

4690k offers improved performance over the 4460, though I haven't noticed any watchdog issues. I'm running at 60fps in 1080p with maximum settings, except for AA and shadows.

I enjoy playing at 1080p with high frame rates, everything is optimized except for AA. I’m okay with the GPU performance, even if some games might feel slow.
