The prices here are crazy. He’d do better with a used 1600 and B350 board—likely cheaper than a poor Z170 model too.

Assumed it would cost little. Looks like a great match for an i5 6600. A friend uses an i54690k at 4.4Ghz with a GTX 1080 at 4K, and he’s satisfied. Boost the graphics a bit if you want maximum performance from your card. If you’re not pleased with the frame rate you get, a full system upgrade will be necessary. The GTX 960 likely lacks enough capacity, so pairing it with a stronger CPU might not meet expectations.
