When I ran my 8700k on my 3080, it only ever bottlnecked in MMOs (which is every CPU, even a 5950x) and in CP2077 without RTX on sometimes. If you're just looking at GPU utilization, there will be dips on every CPU, no matter what. Sometimes it's waiting on a network thread, loading an asset, or whatever....there will be utilization dips sometimes. Even if its just a shitty engine. Chasing a 90%+ GPU utilization 100% of the time is folly.
The goal is to upgrade the CPU for a top-tier build, even if it doesn’t limit performance in certain games. You’d likely want a quicker processor right away since you’re already investing heavily.
I don't necessarily have an issue, the 5800x works just fine. What I disagree about is that the 10700k seems like a major constraint at the moment. I’d wager most people couldn’t distinguish between a 10700F and a 5950x if the FPS counter was turned off.
I understand they won't notice the difference between a 10700k and a 5950x, nor between a 3060 and a 3090 when playing a simpler game. However, there are factors that influence quick purchases. The 10700k remains a solid chip but may cause bottlenecks in certain games. It's not a huge issue unless you're targeting triple A titles at 4K resolution. For more demanding tasks, the 5800x or 5900x would be better options.
