Your i7 7700K appears to be locked at 5.0GHz after overclocking, but changing AVX to 0 in BIOS brings it back to a stable 5.0GHz when idle on your desktop. This behavior seems unusual. Also ensure EIST is activated. These settings (paired with Windows in "Balanced" mode) let the processor reduce clock speed during inactivity.

I adjusted the C states to auto, then selected another "C1" option. Windows is now in high performance mode for optimal rendering of videos and stream assets. Yes, it's feasible to configure CPU settings in balanced mode within high performance settings.

Windows "Balanced" setting lets your system slow down the clock, whereas High Performance keeps it running strong. It will still work when needed. Consider doing a render test to see how it behaves.
