Can't locate any schematic diagrams for the PCIe configuration on that board. You may need to reach out to EVGA for details. Even though the CPU provides sufficient lanes, it doesn't guarantee you can configure them in your preferred way. Each manufacturer arranges them differently.

What slot does your GPU occupy currently? Are you connecting M.2 drives via PCIe? If you're only using the top slot for your GPU, it should be X16 unless you're using the second X16 slot. Insert your M.2 drive into any of the remaining slots. The X8 shouldn't significantly impact performance, so you don't need to worry about it.

I removed every PCI-E NVMe adapter and it’s still working at 8x. Yes, it supports the 3090 in PCI-E 3.0 8x.

The GPU remains in its current slot. Relocating it to another 16x slot won't change its position.
