You're on Nvidia with DSR. Avoid scale filtering at just 4K since it already handles scaling perfectly and your Gaussian filtering isn't required. Apply filtering only for DSR in sub-4K (1440p/1600p/1800p). The 33% setting works well for 1600-1800p. You can keep desktop at 1080p and let games run in 4K. Shadowplay (NV-REC) caps data rates at 50Mbps for 1080p and 1440p, but with 4K/InGame Res it can exceed double that (130Mbps). I mainly use it for 4K Quality Recordings so I’m not restricted to 1080p 50Mbps. It’s mainly for YouTube-enhanced rates on higher resolutions. Leave it enabled and run whatever you like. (4K is fine, extra options exist)
Yes, 60 frames per second in 4K is achievable (with a few adjustments) using a 980Ti GPU. Doing some research and customizing it makes it work. If you're creating original content, it's essentially around 1080p.
The main issue is understanding why you're aiming for 4K on a 1080p screen. If you don't address this first, any tips given won't be useful. Doing it won't help and might actually lower your frame rate. It's not a good idea.
