4.97ghz stable overclock achieved
I just completed overclocking my i7 9700k and the task managers indicate that the ghz is locked at 4,97 even when I'm using only my desktop without any games. Is this normal? Should it remain constant (not fluctuating) while I'm not playing anything? I also performed CPU usage tests with OCCT, and the temperature rose from 40°C to 60°C at full load.

4.97GHz is essentially around 5GHz. You should perform stress tests to verify stability, AIDA64 can assist with that. Based on the details you shared, I cannot confirm if it's stable.
I've set my clock to 4.7ghz, which should work fine and keep things steady. However, with this CPU, the temperatures might rise slightly more than usual because the maximum turbo is also at that speed.

I found Cinebench R20 loops to crash my OC more than Prime95. Like zx said, you can also AIDA64. There is also a tool from Asus. Personally I test for 30 min. I found out that my PC never crash afterward.
My OC has been stable since I bought my 1800X.
