I'm sorry for the confusion, but I didn't find a solution for your issue.
I have an i7 4790k on an MSI Z97M gaming motherboard with Kraken X61 water cooling.
The CPU is constantly running at 4400mhz or higher due to automatic overclock (OC Genuine), and even in idle it stays at 4400mhz. I checked power mode, which is set to balanced with a minimum process to 5%, so it's not at 100%.
If I switch to BIOS B85MG, the idle frequency drops to 800mhz, but after changing the motherboard to MSI Z97M gaming, it always stays at 4400mhz when Turbo Boost is off, and CPU usage remains low.
I'm unsure what to do to adjust this behavior.

Hello, I'm facing the same issue with my i7 4790k as well. I also have an MSI Z97M gaming rig. I don't know how to resolve this! (Power mode is set to balanced too.)
