The maximum output I achieve with my 4790k on water at 4.7GHz and 1.258v is 1.258v, which is within the expected range. I'm curious if this level was considered acceptable and whether it's safe for regular use.

The temperatures are normal and the vcore is also okay. Usually, for Haswell refresh/Devils Canyon, the 'safe limit' for continuous use is around 1.3v or less. You're within that range, so there should be no problems.

Also worth mentioning is the intense overvoltage situation. I'm struggling to exceed 1.2V on my 7700k.

Weird stuff happening. My custom water loop isn't delivering 1.2v, but I can still reach 5Ghz easily. The highest I've managed is 5.2, and I'm worried about going even higher because of my current temperatures.

My i7 4790K (delidded, using Coollabs liquid metal on both sides of the heat spreader) operates at 1.29v at 4.7G in air. It reaches a maximum of 60°C with Prime95 v26 and 78°C with Prime95 v28.10 when AVX extensions are enabled and no CPU limits are applied. Delidding significantly improved temperatures and was the most effective step I took for overclocking.
