Ignore this. I accidentally changed three things at once, but one of them solved the issue. I turned the cooler 90*, reapplied the thermal paste using the spread method (that's a joke), and only tightened the screws a bit. All four cores are at an even 63 on AIDA64, and haven't had a BSOD yet.
And this verifies my encounters with the H60, particularly concerning the somewhat unresolved back plate. I had to modify it using some folded paper to boost the pressure of the cooler on the CPU. It's great that you managed to address this issue independently without spending on costly equipment. Recommend considering a high-performance air cooler next time. The Dark Rock 4 would provide even superior performance compared to the H60.
