Did you completely clear all your system drives? If not, I recommend backing up your essential files, scanning them with VirusTotal, and then completely reformatting all disks—avoiding a quick format to prevent reinfection from infected files on different SSDs or hard drives.

A format and reinstall is a last resort, this could still just be a simple driver/software fix that doesn't require a format and reinstall. We've already ruled out a cryptominer virus. I'd advise against going this route until we do some more troubleshooting.

We believe a Miner virus might be present based on the sudden GPU activity. Regarding background miners, @darkrobbe1, have you set up tools such as Salad, Folding@Home, or BOINC that could be consuming significant GPU resources?

Focus on the basics, if the scans from Malwarebytes and Windows Defender show no issues, you're in good shape. It doesn’t seem like a virus or crypto-mining threat. You’ve already run a DDU and performed a fresh GPU driver install, so the problem likely isn’t there. Check if your BIOS or chipset drivers are up to date—if not, update them now. Visit the manufacturer’s site for your motherboard and install the newest drivers, including the latest BIOS. After updating the BIOS, verify that resizable bars and 4G encoding are activated. Finally, run a performance test on your GPU.

We have eliminated the possibility of virus and cryptomining malware. The host has completed the required scans with suitable tools. This was confirmed in a prior message.

This indicates you now possess four RAM sticks. Was this installation simultaneous with the new GPU? Also, does your GPU utilize a riser cable or is it directly linked to the motherboard?

It's not affecting the CPU even though it's running at 60%

Describe the specific performance problems you're experiencing. Are they related to gaming? If yes, which games are affected? What resolution and settings are you using? What frame rate are you seeing on the 4070? How does this compare to the 2070S? If you revert the card back to the 2070S, does performance improve? Consider enabling an on-screen performance display or logging to aid in diagnosing the issue. MSI afterburner includes an OSD that shows metrics such as CPU, GPU, memory usage, and temperatures.
