The memory controller on the 3600 performs well. On a suitable board, most CPUs can reach 4000MT/s with 4x8GB configurations. The board you own is likely the main constraint, and unless the DIMMs were acquired at different times, it should still function properly. This seems unusual. AMD maintained consistent memory controller behavior between the Ryzen 3000 and 5000 models; they will handle memory identically. It probably points to a problem with the board or memory setup rather than the CPU's capability to support the 3600.

For the details, I discovered a 3600 online for 87 euros including shipping (96 USD), which seems like a solid deal. I hope it works, and if it does, I’ll aim for 2060 or 3060 so I can enjoy Arkham Origins running over 70 fps.
