After acknowledging my previous error, I’d like to get advice before deciding. Can I use four 8GB RAM sticks, each running at 3200 MHz, with a Ryzen 5 3600? It doesn’t support quad channel, but could I run them in dual channel at their advertised speeds?
Choose the more stable 2x16GB option over 4x8GB. If you require 32GB, invest in a 2x16GB setup.
It largely depends on the silicon quality and the motherboard you have, but it's uncommon for a 4x8GB configuration to fail at 3200 MHz if all the DIMMs match perfectly.
All Kingston Fury Beast models come with a motherboard from the Aorus B450 Pro-cf line.

The package is 3200 units, but I thought it might not reach 3000, which makes me concerned the 3600 version won’t be sufficient.
I used a 3700x on a Gigabyte B550M DS3H Micro ATX with Corsair Vengeance LPX 16 GB (4 x 8 GB) DDR4-3600 CL18. It only reached 3200MHz consistently. The AMD 5000 series works better with four sticks.
