Hello, I just upgraded my PC about a month ago and decided to invest in a 3900X paired with a 160$ B550 motherboard. I was curious if I could achieve better multi-core performance within the same budget of $650 by choosing dual Xeons. The goal is focused on multi-core speed (using Cinebench R20 as a benchmark), so here are my considerations: with this budget, what’s the best CPU + motherboard setup possible? (I’m open to using refurbished parts.) The stock 3900X typically scores around 7200 points. To surpass that with two Xeons, one would need to exceed 3600 points per core.
It depends on the specific Xeon model you select. I'm not very familiar with Xeons or dual CPU motherboards since I've mostly encountered them in servers, and they can be quite costly.

Sure, if you're interested, I've got a Dell Precision with almost identical CPUs. It cost around $500, without a GPU or extra SSDs, and I'm running just 32GB of RAM.
Without a GPU? That means you're using just the CPU. For a $500 build, how does it perform in Cinebench R20? The multi-core score is important here. As for the 3900x, it was considered the top value for getting good performance with many threads.
Without a GPU, I had to install my own dedicated one into the build. It came with a Quadro K2000, but I replaced it with a GTX 660, and then a GTX 1060. For multi-core CB r20 performance, I’m getting about 5k.
