HWInfo64 and RyzenMaster track temperatures for Ryzen. Other applications cause issues.

Hey, I’m frustrated with the 2020 models when it comes to CPU overheating. It’s really annoying dealing with temperatures around 100°C. That’s not what I expected!

It’s not really about the CPU being "too cold." At some point, like when temperatures drop into negative degrees Celsius, it might eventually stop working. A temperature of 60°C is actually quite suitable.
