3700x open box

I received a message about a 3700x board. He checked it out but then decided to go with a 3900x instead. The CPU is not in use and still has its original cooler, and the box was just opened. He’s asking $200 for it. I’ve never bought a used CPU before, but it looks like a good deal if it checks out in person. What do you think?

I’ve purchased parts from various online sources, usually getting good offers. I’ve only lost a few times. Where can you find these items? Many sites have measures in place to ensure authenticity.
