3700x Not performing well

I've got a setup with a 3700x, nh-d15 on an Asus Crosshair Vii Hero X470. My best Cinebench R15 score was 2169 a few months back, but it hasn't gone much higher since then. Core temps are probably around 4.125GHz at best, and I'm just starting out with overclocking. Does this sound correct?

Applying test profiles keeps the system at 69°C. After running the CPU stress test, temperatures reached 72°C. Updated the BIOS before submitting. ^while running cpuid cpu stress

I understand the concerns about the false boost numbers on the box. Is a 4.1 rating typical? That seems a bit lower than the expected 4.4GHz.

It's reassuring to realize I'm not solely reliant on a faulty chip. So, is 4.4 just an exaggeration?

Where are you staying? Summer is coming up and if the current temperature feels warmer than it should be, it makes sense to notice a drop now versus winter.

Also, after finishing your build, I’m guessing you installed a brand new Windows 10 version? That might mean the system is handling more processes now.
