It was likely adjusted to make better use of multiple cores. If every core is actively running, it indicates the performance is functioning well. At 4.1GHz, the system appears to be operating correctly when the game demands full core engagement.

I'm also experimenting with that approach, along with loading defaults and just applying XMP, PBO and my fan curve to confirm nothing was altered.

It's much improved now. I restored the BIOS to the default settings, turned on PBO, adjusted the RAM XMP, activated the fan curve, and it's currently operating at 4.15–4.2 GHz, which meets my needs.
