It means adjusting the cooler should not affect the TDP, right? You're confident it will stay consistent.

This is a classic example of the problem we have. TDP in modern usage is NOT CPU power consumption.

Yeah, I don't even check the power estimates from Intel or AMD anymore. I've got a rough idea of how much each CPU uses. I thought around 220 watts for the 10900K, and I was pretty surprised when the reviews came out.

It's more complex than it seems. For instance, AMD's TDP calculation factors in the heatsink's thermal resistance, which they typically select from their own cooler. Because this is inversely related, using a superior cooler can actually raise the TDP. In reality, though, this adjustment leads to higher junction or ambient temperatures while keeping the same TDP value. Essentially, TDP remains constant, but the thermal margin improves due to the better cooler—something that's fairly clear.

In my case, that's around 3.7GHz at 1.210V per CPU-z report. Intel follows a similar approach, though TDP reflects average heat output during load without boost or turbo. That’s why full turbo loads show higher wattage than advertised. Converting this to BTU helps estimate space heater needs. I've been discussing this for years; back in 2005 the TDP measurement shifted to include turbo clocks. Do some digging, and you'll see what I mean.
