Do you already own the 1070 Ti? Or are you receiving a discounted or free version? Are you performing a lot of real-time rendering within the application? It doesn’t appear many tasks can leverage multiple CPU threads.

You likely need a more powerful cooling solution for effective overclocking. As for the 3600 memory speed, it does provide a notable benefit.

A simple $20 air cooler such as a Gammax 400 should suffice. Dual tower units mainly offer quieter operation, while the Ryzen 5 3600 won’t generate a lot of heat—perhaps around 100–120 on average even after overclocking.

I wouldn't spend much extra, look into serious overclocking for more details in longer videos—maybe around $10 or less for a 3600 CL16. You could also try boosting the 3200MHz model as well.
