Hello, your observations suggest a discrepancy between the reported voltage readings and the actual behavior of your CPU under different BIOS settings. It seems the voltage remains steady at 1.32V even with offsets applied, while CPUZ and hwinfo indicate otherwise. Ryzen Master shows a drop in vcore, which might point to a power or thermal issue. When auto +PBO is enabled, readings stabilize but not when offset mode is active. This could mean the CPU isn't properly adjusting clock speed based on the offset voltage, or there may be a misconfiguration in how the BIOS interprets the settings.

You're not familiar with Ryzen tools, so it's likely the issue lies in how BIOS and Windows interact. Are you checking the settings for a specific Ryzen plan, or is there a conflict between the Windows Power Plan and BIOS configurations?
