Sure, it's not a web app. The name is Judge Dredd Pinball ©1998 from Pin-ball Games Ltd. It seems to be a Windows game, possibly with a DOS mode. I'll give it a shot... Hmm, the label says "16bit," but maybe it was meant to be 32-bit. Thanks! I've got several of them, some are 32-bit too.

It's likely the installer is built for 16-bit and won't function natively in a 64-bit environment unless you use tools like OTVDM, though even those have limited success. The best alternative is to launch the game inside a virtual machine with a version of Windows that supports 16-bit apps—except this only works with 32-bit Windows 10, not 64-bit.

The warning about "DirectX 1.x" might have appeared during setup, but it doesn't seem to match what you're experiencing. It looks like the installer was similar for both C and C, yet the results were inconsistent.
