I thought "bad" meant it wouldn't be optimized or not at all. I wasn't aware I could purchase 3200MHz rated RAM that only supports 2133. What a puzzling situation!

The CPU appears to be faulty, as it doesn't meet the official requirement of 3200 (higher than 3200 is considered out-of-specification). The motherboard and RAM also need to support 3200. Since your setup isn't an official OEM configuration, the issue lies with the components, and you should return the device at 3200 unless it matches the manufacturer's specifications.

Defective parts are not uncommon. I aim to restart the system and adjust the speed to safer levels. Should I reach out to the seller or the producer?

Rarely seen, but quite uncommon overall. Among the three, RAMs usually cause problems when it's brand new and still within the return period. If you're at a store, they’re your best bet to try reseating the RAM—see if that resolves the issue by unplugging and reinserting it.

I changed them from the A1+B1 positions to the A2+B2 slots. They’re now in the farthest spots from the CPU and two on the left side. Should I definitely upgrade the BIOS? It’s something I’ve never done before.
