It depends on how the game manages the 30FPS limit.
Locking it strictly to 30 without any vertical sync will result in poor visual quality.
With a flawless 30FPS, a clean 33.3ms lock will appear much smoother, resembling a PS4 or XO experience at 30.

Advice for achieving 30fps on PC:
Adjust the refresh rate to 30 using Nvidia Adaptive Half Refresh (when running at 60hz), or apply Vsync and RTSS to cap at 30fps.
Limit Maximum Prerendered Frames to 1 in the Nvidia control panel (reduces input and screen lag).
Occasionally setting your monitor to 30Hz and then using Vsync may provide a smoother experience. This depends on the game and display capabilities.
Utilize a controller.
Don’t immediately switch to 30fps after seeing it at 60fps—it can appear abrupt. Take short breaks in between.
Set a 30fps cap in-game only if you’re certain it works; otherwise, monitor your frame times with RTSS. Aim for consistent 33.3ms intervals with minimal jitter. Games like Forza and Destiny are known to perform well under in-game limits.
Keep in mind that the method for locking at 30fps varies by title. It’s best to experiment personally. For me, some games handle 60fps vsync smoothly while capping at 30fps with RTSS, other times Nvidia adaptive half refresh feels smoother, and using borderless windowed mode with a 30fps limit works best. Occasionally I combine the 30hz setting with Vsync.
Always use RTSS to verify frame times—it’s essential, don’t overlook it.
