You're seeing typical behavior for your setup. The I3 10100F on an H410 motherboard usually caps at around 4.1 GHz, and with a 50W draw, the power limits you set in BIOS and Intel XTU are standard. It's normal if performance doesn't exceed these values.

The peak turbo speed of 4.3 GHz is generally achieved with one core running. All cores usually operate at a lower boost, making 4.1 a reasonable estimate. To save energy, boost only activates until it reaches its cap; you're bypassing the power ceiling and hitting the clock limit instead. Running tools like Prime95 small FFT will likely approach the power limit more closely.
