Hi, just starting out with everything. I didn’t even realize what I was doing. While checking the BIOS, I saw my MHz was lower than the RAM reported. I tried changing the RAM speed in the hope it would fix the issue. After exiting and saving, the computer didn’t turn on at all. The fans were spinning, but the screen, mouse, and keyboard didn’t receive power. It ended with three long beeps. Now I’m reading enough to understand this might be a memory problem, but I haven’t found a solution yet. I can’t access BIOS, so I’m wondering if buying new RAM would help or not. Is this a RAM issue or a motherboard problem? Thanks for reading.

Disconnect the power supply and take out the CMOS battery for a short time to reset it.

Do you have the complete specifications? You'll likely need to reset the CMOS to access the BIOS again. A more experienced person will be here soon to guide you through the right steps if you're unsure.
