Is everything working fine with AUTO at idle? The B450-TUF Plus-AMD Ryzen Balanced Power Plan is fine. Also, switching to Windows "Balanced" Power plan causes the EDC (CPU) to decrease by 10%.
Have you configured PBO? One core is limited to 4116Mhz, whereas the spec allows 4200 for boost clocks; it's possible the processing load wasn't sufficient to trigger that. A 2600X should reach rated boost clocks often enough. Otherwise, everything appears normal. I'd also consider using the Ryzen Balanced plan.
Use the standard Windows plan instead. The Ryzen balanced power plan doesn't perform well with the latest Windows 10 version. Just search for "Ryzen balanced power plan" to see what others are experiencing. I'm using a 3900x and running the regular power plan.
