For a fixed overclock, that level is excessive. If it appears at baseline with light single-core boost tasks, it's fine. That's the conclusion.
It seems unclear whether it's a fixed overclock or something like single-core PBO. If it's a static overclock, 4.1 GHz feels like a good balance point. You shouldn't see any significant changes above that speed, the voltage stays reasonable in this range, and the cooling is pleasant.
Max temperature stays at 62°C under 4.225GHz at 1.37V when C states are active. At 4.3GHz it needs C states turned off, which I don’t like.
