2070 Super achieves 30-40 fps during BFV

I hope you're doing well. As mentioned in the title, I'm facing some issues with my build and would really appreciate your assistance!
Recently upgraded to a 2070 super from an 1070, I'm a competitive player who prefers games running close to 144hz (playing at 1080p).
My main components are:
- 2070 super
- I7 6700
- 16gb ram
- 600w power supply
I haven't overclocked anything, and I'm wondering if this processor is causing the graphics card to throttle too much. Should I expect around 120/140fps on most games at 1080p? Or am I being overly cautious?
I've been testing the new graphics card with everything set to ultra and still notice frame drops.
In Apex, my frame rates vary between 60-144 depending on settings (high/ultra). BF1 is around 50-110, BF5 is terrible, often hitting 30-40fps during intense moments!
I did a clean install using NVIDIA Experience to set up the 2070, should I revert to using a program that removes old drivers? Or is a fresh install via GeForce Experience enough?
Could it be just BF5, or maybe the fact it's installed on my HDD rather than an SSD? It might be slowing down.

Didn't you turn off DXR? Since ray tracing is almost unplayable, it could just be a trick that slows everything down too much.
