I would say, just grab the two 32gb units, yes, that's correct. Using four sticks would put more strain on the memory controller. With two sticks, you can overclock more effectively and achieve better stability.

Unless it's a very small fraction of real potatoes, you shouldn't run into problems processing 3600 MT/s. Lower latency is better, though it's not a major concern unless the cost increases significantly.

When adjusting memory manually, using two sticks performs better than four. If you only turn on XMP and never revisit memory settings, four sticks will be slower.

Skipping years of use for just $5 to $20 isn't a wise move. Technology loses value faster than cars, making this less important. Try to keep one DIMM per channel, reserving extra slots for later upgrades.

It will. Not only are the timings tighter, but it should benefit from being quad rank while 2x32gb is only dual rank (unless it's the stacked kit which is super tall, but those barely appear in the market) It's also because people want to pair those older CPUs with 16gb memory (so 2x8gb). I doubt anyone still on AM4 will need more than 32GB when DDR5 becomes popular.
