While testing CTR, the app demands far less power than OCCT and AIDA64. At 4.5GHz running at 70°C I felt impressed, but once I enabled the OC and ran OCCT it jumped sharply above 80°C. Even though the CPU handled 4.5GHz at a safe temperature, the cooling system struggled under real stress.

It seems to be compatible with Prime 95, though the app includes some features. My character runs smoothly on a standard cooler, while yours stays below 80°F. You're correct—it's mainly for stability testing.

Do you know if the voltage remains safe at 3700X, especially since you’re worried about going over 1.3V?

do note that the voltage in CTR is VID, the actual voltage under heavy load is lower than that, even at high LLC. My voltage drops to 1.290-1.300v under load at 1.325 VID. Look at core voltage (SVI2 TFN) readings for the actual voltage while under load. There is a lot of discussion on what voltage is safe for Zen 2, but the method in the thread below looks the safest.

1.3V is acceptable, it won't destroy your chip. 1.325V is the upper limit I'd recommend.
