I recently changed from a 2x8 to a 4x8 setup. After that, the computer would turn on and off three times before starting up in Windows 16 on a 32 GB system. Hardware is reserved for the first 32 gigabytes, and all components are listed in HWinfo and BIOS.

This seems to occur repeatedly. It frustrates me when it doesn't resolve, even though I've tried solutions online. You might find help at https://linuxhint.com/hardware-reserved-...ows-fixed/. In Windows, you usually adjust settings, but sometimes it doesn't work.

Verify if the advanced settings in Msconfig restrict usage to 16GB. A few believe it's just a minor adjustment.

Have you checked the memory modules? A loose connection in the slot might be the issue. You could also use a vacuum cleaner or compressed air to clean the slots (just be careful).
