in all unity titles i experience a 15 fps restriction while other games allow 15-30 fps. when i try superhot it runs at 15 fps in fullscreen, works fine on windowed mode. lol maintains 30 fps lock in fullscreen. rainbow six siege, csgo, valorant have no fps limits in either windowed or fullscreen on my ryan 5 2600x asus rog rx570

The problem seems to appear only in windowed fullscreen mode. It might be related to a borderless window setting. The varying FPS lock across games suggests the issue isn't with your monitor or Windows configuration. Consider checking your monitor's refresh rate, whether you have multiple displays, and if VSync is enabled. Also, verify that your GPU driver settings are correct.

I don't rely on v-sync. At 60Hz it becomes an issue only in fullscreen, not borderless. Two months back I could run smoothly but now I'm consistently stuck at around 15fps in many titles.
