They didn’t mention their location. If they were in the Arctic region, there could be a better chance. (In winter too.) I also question how well your parents understand things. Basic assignments might work on an older processor with limited memory.

I’m heading to a technical high school where I’ll be doing a lot of rendering and CAD tasks. On one hand, I need it, but on the other, I don’t really feel the need right now. I live in Texas, which is warm in summer (around 115°F) and cool in winter (down to about 5°F), something I’ve experienced over the past 16 years. If I get a 13,700K GPU, it would be impressive, but I’m more focused on my own situation than bragging to friends who have better hardware. My preference leans toward upgrading my CPU instead.

You could go with a 7950x setup too. Saving money isn't worth it if it doesn't deliver real benefits. Trust me, it'll pay off later.

They're pushing for parents to qualify for welfare benefits, including food stamps. They really need to claim all the recognition they deserve and secure that high-performance CPU. Important point: I think an AMD-based processor would be a much better choice.
