Gear 2 only becomes competitive with Gear 1 around 4400MHz+, and even then it's not ideal for most scenarios. You're working with a Samsung B die kit (3600MHz CL17-18-18 is a B die variant), and the 3466MHz CL14-14-14-28 model should work well at around 1.45V, offering better performance than XMP anyway.
Inspect the thaiphoon burner for ICE, it might be an older unit since it was built a long time ago or it’s just a standard 3600 cl18 design. However, it has been configured to 17 Bdie, which puts stress on the imc and doesn’t help. It seems tight timing is an issue.
