The setup is working with XMP enabled on gear 1, but issues arise when switching to gear 2. I'm having trouble installing Windows and copying files consistently. Changing to gear 2 with XMP works fine. The system seems to handle the speed settings differently. Some recommendations mention specific BIOS versions, but I'm not sure if they apply here. Would it help running slower with gear 1 or using the 3600 CL17 setting? Thanks for the help!

Gear 2 only becomes competitive with Gear 1 around 4400MHz+, and even then it's not ideal for most scenarios. You're working with a Samsung B die kit (3600MHz CL17-18-18 is a B die variant), and the 3466MHz CL14-14-14-28 model should work well at around 1.45V, offering better performance than XMP anyway.

Inspect the thaiphoon burner for ICE, it might be an older unit since it was built a long time ago or it’s just a standard 3600 cl18 design. However, it has been configured to 17 Bdie, which puts stress on the imc and doesn’t help. It seems tight timing is an issue. You might want to adjust the control settings, as timing is very sensitive on the imc. Cas should stay at 14 or 15 depending on the voltage difference between them, since the control + SR DR DDM subtimings exceed the cas. Running it too loose isn’t advisable—it’s similar to CPU clock speeds; at certain frequencies it needs much voltage, while lower frequencies need less. Keeping it around the middle is better for efficiency, as lower voltages save power and provide extra heat tolerance. Some ICs like dies don’t degrade much with voltage changes, but others do.

I attempted that and didn’t notice any other changes (optimized defaults applied). I adjusted the settings, changed gear 1, configured XMP with the specified values, and set the speed to 3400. It passed a pass in memtest. Are you sure this is the optimal configuration for your 4x8GB DIMMs?
