For the 10th gen it's above average but I'm not sure of its quality. Uncore has different names, so if you only see cache ratio and not uncore ratio, stick with cache ratio as you would for uncore. Regarding voltage, I don't know what uncore looks like, so I'll assume 1.15 to 1.2V. Manual mode is recommended to prevent the board from behaving badly when you overclock.
