I consistently experience stuttering and low FPS in nearly all games I play. I believe the primary cause is CPU bottlenecking. My system consists of an RTX Strix 1080ti, an i7-4790k with a liquid cooler, and a Maximus VII Hero motherboard. Testing revealed that the CPU consistently reached 100% utilization while the GPU remained at approximately 30%. I extensively adjusted display settings and Nvidia control panel configurations, but performance in games like Watchdogs 2 only achieved 40-50 FPS at 1440p and 4K resolutions. Given these results, should I upgrade my CPU? Any feedback would be appreciated. Thank you.

Certain games can be limited by your CPU, but there might be other factors involved. Have you overclocked your CPU? Have you monitored temperatures? Is WD2 the only game experiencing this issue?
