The thermals seem to be problematic. If your CPU ran at 5GHz+ with a voltage range of 1.3V to 1.4V during a stress test, there appears to be an issue. It looks like the cooling setup might not be ideal. People might have overlooked this since you're using an AIO water cooler. Your brother's single 120mm ID AIO cooler works well—his temperatures stay below 80°C even without proper case ventilation. The current setup seems a bit suboptimal.
