Yes, but it's unclear why the 10,600k is higher than the 10,600 when overclocking isn't possible.

Base clock isn't crucial—they'll perform similarly at roughly the same pace when under stress. I usually go for the cheaper option and opt for a 10400; the performance gap is minimal for everyday tasks.

It doesn't matter which one you have; what counts is the main boost clock. For the 10600 it's 4400mhz, and the 10600k runs at 4500mhz. Honestly, it's not worth paying extra for just 100 more MHz.
