GN shared some intriguing 0.1 and 1% lows for the 9800x3d. While most games beat the 14900K in these metrics, the 9800x3d shows a significantly lower 0.1% on Rainbow 6 Seige compared to the 14900K, yet still delivers solid 1% lows. What might explain this difference?

The chart is visible and it actually displays the information. However, you won't notice much because the FPS totals for both are similar.
