AMD 3500 1070ti with 8x2 RAM at 3000mhz. When I run APEX legend, FPS hovers around 144 (locked) but usually 140-144. Feels like 30-60 fps, but game stutters. One percent low is 60, zero point one percent low is 30-45. How can I improve smoothness? V-sync and G-sync don’t help. Windows is fresh, drivers are new, and the game itself is installed.

It might relate to GPU timing problems. In the past, I used full-screen mode to resolve an issue similar to what happened in League of Legends. At that time, there were many potential solutions, but I didn’t know exactly what was causing it.
